The written judgement
Soviet_Techapit came into the parade late, put into a leading place after another man had already failed it, and given the commands and the banner powers of the post only a day or two before the day itself. The parade on 5 September then ran slow and disordered, which is the failure the court is really weighing, and he was by that point one of the men holding a formation together.
The court finds the failure to comply made out. He took the post, he said he had the hang of it, and the work of the day was not done as it should have been. That is guilt on the one count, and no more than that.
But how he came to the post matters when the court decides what he owes. He did not volunteer at the start and then coast. He was dropped into a gap late to cover for someone else, which is close to the position the Ministry itself recognised as mitigating in the Victory over Teutonnia parade, where a leader who stepped in and turned up was treated more gently than the recommendation. The court does the same. There is no reduction in rank. He is set a penance at the hall of penance. The Grand Order is not awarded, on the same footing as the others, because the parade it was tied to was not carried well.
